This bill amends Section 5 of Chapter 47 of the Acts of 2002, known as the "An Act relative to the Environmental Protection of the Massachusetts Military Reservation." The key provisions of the bill are: (1) Before the Commission can take action on any proposal for new or expanded activity within the Reserve that requires 10 acres or more of habitat destruction or clearcutting of forested land, it must first receive written recommendations from the Community Advisory Council, the Science Advisory Council, the Upper Cape Regional Water Supply Cooperative, and the Cape Cod Commission on whether the proposed activity violates any environmental performance standards or if the standards should be adjusted. (2) If the Commission determines that the proposed activity does not violate the standards or that adjusting the standards is warranted, it must hold a public hearing in one of the local towns (Sandwich, Mashpee, Falmouth, or Bourne) before publishing a notice of the proposed adjustment.
