This bill, the "End Government Shutdowns Act," would amend Title 31 of the United States Code to provide for automatic continuing appropriations. Specifically, if an appropriation measure is not enacted before the start of a fiscal year, this bill would automatically appropriate the necessary funds to continue any program, project, or activity from the previous fiscal year at a rate not exceeding 100% of the previous year's level. This continuing appropriation would last until the relevant regular appropriation bill or a continuing resolution becomes law. The continuing appropriation would be subject to the same terms and conditions as the previous year's appropriation, and any spending would be charged to the applicable appropriation, fund, or authorization once the new law is enacted.
