This bill, known as the End Government Shutdowns Act, amends Title 31 of the United States Code to provide for automatic continuing resolutions. Specifically, the bill establishes a new Section 1311 that would automatically appropriate funds for any program, project, or activity that had funding in the previous fiscal year if a new appropriation measure is not enacted by the start of the new fiscal year. This automatic continuing appropriation would initially be set at 100% of the previous year's funding level, but would then be reduced by 1 percentage point every 90 days until the new appropriation bill is enacted. This is intended to prevent government shutdowns that occur when Congress fails to pass appropriation bills on time.
