This bill establishes an Office of Manufacturing Security and Resilience in the Department of Commerce to promote the resilience, diversity, security, and strength of critical supply chains that are important for national and economic security. The bill requires the development of a whole-of-government strategy to reduce reliance on concentrated supply chains, support domestic manufacturing, and prepare for supply chain shocks. The bill also creates a Critical Supply Chain Resilience Program to provide loans and loan guarantees to eligible entities, including domestic manufacturers and enterprises, to support activities that strengthen supply chains, such as expanding domestic production, relocating manufacturing from countries of concern, and developing substitutes for critical goods. The bill authorizes $35 billion in funding for the program over fiscal years 2022-2027.
