AI Summary
This bill amends the Public Employe Relations Act to further define "nonmember" as a public employee who is not a member of the employee organization that serves as the exclusive representative for the collective bargaining unit. The bill requires public employers to notify nonmembers that they have no obligation to make financial contributions to the employee organization and that such contributions require their affirmative consent. It also requires public employers to provide notice to new or returning employees about their rights regarding employee organization membership and financial contributions. The bill repeals the Public Employee Fair Share Fee Law, which previously allowed employee organizations to collect fair share fees from nonmembers.
