This bill prohibits public institutions of higher education from increasing the tuition of resident undergraduate students for four continuous academic years following their initial enrollment or, for students enrolled in programs that regularly require more than four academic years, for the number of years required for completion. The bill takes effect immediately and first applies to students who initially enroll in public institutions of higher education in the academic year following the date of enactment.
