This bill authorizes the Commissioner of Capital Asset Management and Maintenance to lease a 4.178-acre parcel of land in Gardner, Massachusetts to Heywood Healthcare Inc. for a term of up to 50 years, with the initial lease being 30 years and two optional 10-year renewals. The parcel must be used solely for additional parking at the Henry Heywood Memorial Hospital. The lease agreement must require the lessee to carry comprehensive general liability insurance and indemnify the Commonwealth and Mount Wachusett Community College for any personal injury or property damage. The lessee is responsible for all costs and expenses related to the transaction, including any engineering, surveys, appraisals, and development of the parcel. The lease agreement must be based on the full and fair market value of the parcel, as determined by an independent professional appraisal reviewed and approved by the Inspector General.
