This bill adds the Arland D. Williams, Jr. Memorial Bridge to the Potomac River bridges covered by the Potomac River Bridge Towing Compact. The Compact allows state troopers and local law enforcement officers from Virginia, Maryland, and the District of Columbia to direct traffic and authorize the removal of disabled or abandoned vehicles from any part of the Potomac River bridges, regardless of jurisdiction, to facilitate the prompt and orderly removal of such vehicles. The effective date of this amendment to the Compact is contingent upon enactment of substantially similar legislation by Maryland and D.C.
