This bill proposes to expand the income eligibility requirements for state child care assistance in Iowa. It directs the Department of Human Services to gradually increase the income eligibility threshold from 150% of the federal poverty level in 2022 to 200% of the federal poverty level by 2027. The bill also allows families to continue receiving child care assistance until their income exceeds 250% of the federal poverty level. Additionally, the bill requires the Department to set provider reimbursement rates based on the most recent market rate survey completed in 2021 for the fiscal year beginning July 1, 2022. The Department is also authorized to adopt emergency rules to implement the provisions of the bill.
