AI Summary
This bill makes it a fourth-degree crime to knowingly install or place an electronic tracking device or tracking application on another person's device without their consent, in order to initiate or facilitate an unlawful act. The bill provides exceptions for lawful uses, such as by a parent or guardian tracking a minor child, monitoring a person with a health condition, or an employer tracking an employee or vehicle during the course of employment. The bill also establishes a presumption that the use of a tracking device or application for surreptitious surveillance is for an unlawful purpose, unless one of the exceptions applies.
