This bill expands the crime of bias intimidation, which occurs when someone commits an offense with the purpose of intimidating an individual or group based on their race, color, religion, gender, disability, sexual orientation, gender identity or expression, national origin, or ethnicity. The bill establishes additional penalties for crimes of bias intimidation and harassment, including sensitivity training, counseling, and payments to community organizations. It also creates a "Bias Crime Prevention Fund" to support the investigation and prosecution of bias crimes, community response, and educational programs. Additionally, the bill allows for treble the amount of compensatory damages to be awarded if the harm was caused by the defendant's bias intimidation motivation.
