This Joint Resolution establishes the "Autism and Mental Disorders Study Commission," a seven-member body composed of designees from the Commissioners of Health and Human Services, along with appointees from the Senate President, Senate Minority Leader, Assembly Speaker, Assembly Minority Leader, and the Governor. The commission's primary duty is to investigate how various organizations, including hospitals, law enforcement, prosecutors' offices, and courts, train their employees to identify and interact with individuals who have autism, Down syndrome, or other mental disorders, with "autism" being defined broadly to encompass conditions classified under specific diagnostic manuals like the DSM and ICD, and "Down syndrome" defined as a chromosomal disorder. The commission is to be appointed within 60 days, organize promptly, and will consist of members serving without compensation but with the ability to incur necessary expenses within available funds, and it must issue a report of its findings and conclusions to the Governor and Legislature within one year of its organization, after which it will dissolve.
