This joint resolution establishes the "Autism and Mental Disorders Study Commission," which will consist of seven members, including the Commissioner of Health, or the commissioner's designee; the Commissioner of Human Services, or the commissioner's designee; one member to be appointed by the President of the Senate; one member to be appointed by the Minority Leader of the Senate; one member to be appointed by the Speaker of the General Assembly; one member to be appointed by the Minority Leader of the General Assembly; and one member to be appointed by the Governor. Under the resolution, the commission would study how certain organizations, including hospitals, law enforcement agencies, prosecutors' offices, and courts, train their employees to identify and interact with people with autism, Down syndrome, and other mental disorders. The members of the commission are to be appointed within 60 days from the enactment of the resolution, and the commission is to issue a report one year after the date of its organization. The commission would submit the report, together with any recommendations it may have for legislative or regulatory action, to the Governor and the Legislature, and would dissolve 30 days after the issuance of its final report.
