This Study Bill expands upon existing provisions to offer motor vehicle registration fee exemptions and special plate benefits to a broader group of disabled veterans in Iowa. Previously, only seriously disabled veterans who received a vehicle from the U.S. government under specific federal laws (38 U.S.C. §3901-3904) were eligible for these benefits, which include exemption from registration fees and the provision of one set of regular or military-related special registration plates without charge. This bill amends the law to also include disabled veterans with a service-related disability rating of fifty percent or higher, as determined by the U.S. Department of Veterans Affairs, granting them the same registration fee exemptions and plate benefits for one vehicle. Importantly, the bill clarifies that if these qualifying disabled veterans were already using non-military special or personalized plates within the year prior to July 1, 2022, they can continue to use them without paying additional fees. Additionally, the bill makes conforming changes to related laws concerning parking permits for persons with disabilities, ensuring that disabled veterans who qualify for these new registration benefits are recognized for their parking privileges without needing a separate permit unless they opt for non-military special or personalized plates.
