This bill would, commencing July 1, 2023, expand the scope of California's provisional licensing program for new drivers by increasing the applicable age range from persons at least 16 years of age but under 18 years of age to persons at least 16 years of age but under 21 years of age. The restrictions on provisional licensees, such as limitations on nighttime driving and passenger limits, would apply during the first 6 months after issuance of a provisional license to licensees who are 18, 19, or 20 years of age, subject to certain exemptions. The bill would also require persons at least 18 years of age, but under 21 years of age, to hold an instruction permit for at least 60 days before applying for a provisional license. Additionally, the bill would require driving schools to offer installment payment plans for the driver education and training required under the provisional licensing program, and would authorize the Department of Motor Vehicles to charge a fee to driving schools to recover its costs in administering the program.
