This bill requires the chief of every police department, each county sheriff, and the superintendent of state police to report to the Federal Bureau of Investigation's (FBI) National Use-of-Force Data Collection program. The report must include detailed circumstances of every incident where a police or peace officer uses force, including brandishing, using, or discharging a firearm or non-lethal weapon, using a chokehold or similar restraint, deploying chemical agents, impact weapons, or electronic control weapons, or engaging in conduct that results in the death or serious bodily injury of another person. The report must also include the age, race, sex, sexual orientation, gender, gender identity or expression, and ethnicity of all persons involved. Failure to report can result in a ten percent reduction in state funding for the noncompliant department or office.
