This bill, the Healthy Drinking Water Affordability Act or Healthy H2O Act, would establish a grant program within the Consolidated Farm and Rural Development Act to assist eligible end users, such as homeowners, renters, and small multi-unit property owners, with the purchase, installation, and maintenance of point-of-entry and point-of-use drinking water quality improvement products. The grants would be used to address drinking water contamination issues caused by various health contaminants, including lead, arsenic, and PFAS. The bill also requires the Secretary of Agriculture to appoint an administrator to manage the grant program and to submit annual reports to Congress on the program's progress and recommendations for improving access to the grants and water quality improvement products and services.
