This bill, the Healthy Drinking Water Affordability Act or the Healthy H2O Act, establishes a grant program within the Consolidated Farm and Rural Development Act to assist eligible end users, such as homeowners, renters, and small property owners in rural areas, with the purchase, installation, and maintenance of point-of-entry and point-of-use drinking water quality improvement products. The grants can be used to cover the costs of eligible products, their approved installation by qualified third-party installers, approved maintenance, and qualified water quality tests. The bill also allows grants to be provided to nonprofit organizations and government entities to facilitate water quality testing, product selection, installation coordination, and the deployment of innovative water quality improvement technologies. The bill aims to address immediate drinking water quality challenges in communities and households that may not be served by larger, long-term infrastructure projects.
