This bill extends the duration of a law that requires certain provider subsidy payments for child care services to be based on enrollment, rather than attendance, until June 30, 2025. The bill also requires the Division of Family Development in the Department of Human Services to conduct a study comparing the costs of basing subsidy payments on enrollment versus attendance, and to issue a report on the study within three years of the bill's effective date. The bill also specifies that providers receiving enrollment-based subsidy payments must comply with staff-to-child ratios, pay wages and determine staff hours based on enrollment, and continue to receive such payments until the division issues the final report.
