This bill improves transparency regarding boards of elections by including them in open meetings requirements, requires certain notices be given regarding elections, and requires additional transparency during the tabulation of votes. Specifically, it requires boards of elections to publicly propose designations of poll sites and ballot forms, mandates the publication of detailed election notices, allows any registered voter in a county to vote at any polling place in that county, and requires the public posting and announcement of voting results as they are tabulated. The bill also expands the rules around appointing election watchers to increase transparency.
