This bill: - Establishes the Anti-human Trafficking Grant Fund, which will be administered by the Department of Emergency and Military Affairs to provide grants to programs that either assist law enforcement with human trafficking investigations or provide services and training to victims, law enforcement, prosecutors, and the public on preventing and identifying human trafficking. - Requires the Department of Corrections to establish a community treatment program for imprisoned women who have recently given birth, providing trauma-informed substance abuse treatment, mental health treatment, and a secure environment for the women and their children. The program aims to help these women develop skills to become self-sufficient families after participating. - Adds a Major Incident Division within the Department of Public Safety to conduct independent investigations of critical force incidents involving police officers, and allows this division to investigate criminal allegations against peace officers upon the request of a chief of police or county sheriff. - Makes various changes to the distribution of funds from the Criminal Justice Enhancement Fund, including increasing the percentages allocated to certain programs and entities. - Establishes a State Aid for Juvenile Dependency Proceedings Fund to provide state aid to counties for processing juvenile dependency cases. - Allows the Attorney General to compensate counsel appointed in certain antitrust and price-fixing enforcement actions at a rate exceeding $50 per hour.
