This bill establishes an Anti-human Trafficking Grant Fund to be administered by the Department of Emergency and Military Affairs, which will provide grants to programs that assist law enforcement and provide services to human trafficking victims. It also creates a Community Treatment Program for imprisoned women and their children, which will provide substance abuse treatment, mental health services, and other support to help mothers reintegrate into the community. Additionally, the bill establishes a Major Incident Division within the Department of Public Safety to independently investigate critical force incidents involving law enforcement. The bill makes various other changes to criminal justice funding and administration in Arizona.
