This bill prohibits the state from entering into contracts with contractors who do not provide health insurance coverage for services related to transgender, non-binary, and gender expansive people, including hormone replacement therapy, gender-affirming surgery, and treatments typically associated with a particular gender. The bill allows the state comptroller to void any existing contracts if the contractor's health plan is found to be non-compliant, and provides the comptroller with the authority to issue rules and regulations to enforce this requirement. The bill applies to all new, renewed, or modified contracts starting 90 days after the law takes effect.
