This bill, the Nogales Wastewater Improvement Act of 2022, aims to provide for the assumption of full ownership and control of the International Outfall Interceptor (IOI) in Nogales, Arizona, by the International Boundary and Water Commission (IBWC). The bill amends a previous act to limit the costs of the Nogales sanitation project to only those directly associated with the treatment and conveyance of wastewater from the city of Nogales, Arizona, and not those associated with wastewater originating in Mexico. It authorizes the IBWC to assume full ownership and control of the IOI, and provides funding for the operations and maintenance of the IOI, as well as the construction, operation, and maintenance of a debris screen at Manhole One of the IOI to intercept debris and drug bundles coming from Nogales, Sonora, Mexico. The bill also limits claims against the IBWC for any damages resulting from overflow of the IOI due to excess inflow originating from Mexico.
