This bill, the Nogales Wastewater Improvement Act of 2022, aims to provide for the assumption of full ownership and control of the International Outfall Interceptor (IOI) in Nogales, Arizona, by the International Boundary and Water Commission (IBWC). The bill amends existing legislation to limit the equitable portion of the Nogales sanitation project for the city of Nogales, Arizona, to the costs directly associated with the treatment and conveyance of the city's wastewater, and not include any costs directly associated with wastewater originating in Mexico. It also authorizes the IBWC to assume full ownership and control of the IOI, which conveys wastewater from the U.S.-Mexico border to the Nogales International Wastewater Treatment Plant, and provides funding for the operations and maintenance of the IOI, as well as the construction and maintenance of a debris screen to intercept debris and drug bundles coming from Mexico.
