This bill authorizes the Commissioner of Capital Asset Management and Maintenance to grant a permanent, non-exclusive easement in a portion of a parcel of land in the town of Wellfleet, under the care and control of the Department of Conservation and Recreation, to Judith Blakeley Life Estate, Richard Blakeley, Remainderman, and Blackfish Creek Shellfish Company. The easement is solely for the purpose of a curb cut for vehicular access, and the grantees must compensate the Commonwealth for the fair market value or value in use of the easement, as determined by independent appraisals. Additionally, the grantees must transfer land or an interest therein, or funding for the acquisition of land or an interest therein, equal to or greater than the appraised value of the easement, to the Department of Conservation and Recreation to be permanently held and managed for conservation and recreation purposes.
