This bill amends the Texas Parks and Wildlife Code to establish a lower fee or waive the fee for a fishing license for certain residents, including those who are blind, under 17 years old, at least 65 years old but younger than 85 years old, qualified veterans with a disability, and those 85 years old or over. The bill also clarifies that the changes apply only to licenses issued on or after the effective date of September 1, 2023, and the department is not required to issue refunds for licenses issued before that date.
