This bill authorizes the town of Clinton to grant 6 additional licenses for the sale of all alcoholic beverages to be consumed on the premises. The licenses are restricted to establishments located within the Downtown Clinton Target Area, as defined by a map adopted by the Clinton Board of Selectmen. The licenses can only be exercised in the dining room of a common victualler (a restaurant) and other public areas deemed reasonable by the licensing authority. The licenses cannot be transferred outside of the target area, but the licensing authority can grant a new license within the area if certain tax and fee requirements are met. If a license is terminated or not renewed, it must be returned to the licensing authority, who can then grant it to a new applicant under the conditions specified in the bill. All licenses must be issued within 3 years of the bill's effective date.
