Exempting "eligible facilities requests" (certain modifications to existing wireless facilities) from municipal zoning and discretionary permits, and establishing a 60-day review process for such requests. 4. Allowing persons aggrieved by a municipality's actions to seek expedited review in the state supreme court. 5. Preempting any inconsistent laws relating to the placement, collocation, modification, or maintenance of wireless facilities.
