This bill amends Oklahoma law to modify the procedures for marking and returning absentee ballots for certain persons. Specifically, the bill requires that a voter who receives an absentee ballot pursuant to Section 14-110.1 must mark the ballot or direct a person chosen by the voter to mark the ballot. The voter or the chosen person must seal the ballot in the plain opaque envelope, fill out and sign the affidavit, and have the signature witnessed by two other individuals. The ballot must then be returned in the same manner as described in Section 14-108 of the Oklahoma statutes. The bill also prohibits any person, except members of absentee voting boards, from witnessing the signature of more than five affidavits of persons who are physically incapacitated and unable to vote in person. The bill is set to become effective on November 1, 2023.
