This bill amends the Texas Civil Practice and Remedies Code to add Chapter 129B, which requires commercial entities that publish or distribute more than one-third sexual material harmful to minors on their internet websites to use reasonable age verification methods to ensure that minors cannot access this content. The bill also requires these entities to display certain health warnings about the potential harms of pornography. The bill provides for civil penalties of up to $10,000 per day for violations of the age verification requirements, $10,000 per instance of retaining identifying information, and up to $250,000 if a minor accesses the harmful material due to the entity's violation. The bill exempts bona fide news and public interest content as well as internet service providers, search engines, and cloud service providers from liability under this chapter.
