This bill amends the existing law on organized retail theft in Washington state. The key provisions are: 1. Increasing the minimum value of stolen property for the crime of organized retail theft from $750 to $5,000 for the first-degree offense, and maintaining the $750 threshold for the second-degree offense. 2. Adding a new second-degree organized retail theft offense if the person commits theft of property with a cumulative value of at least $750 from a mercantile establishment with no less than two accomplices and each accomplice enters the establishment within five minutes of each other. 3. Allowing thefts committed by the principal and accomplices to be aggregated into one count for determining the degree of organized retail theft. 4. Providing that mercantile establishments whose property is alleged to have been stolen can request the charges to be aggregated with other thefts of which they are aware, and if the request is declined, they must be promptly informed of the decision and reasons.
