This bill requires each school district in New York to provide interventions and special curricula for students identified as having dyslexia or other phonological learning differences or disabilities. The curriculum must include explicit and direct instruction that is systematic, sequential, and cumulative, and must also include meaning-based instruction focused on reading comprehension. The school district must inform parents about the intervention services being implemented and provide an annual report to the state Department of Education and Board of Regents on the curriculum and intervention services.
