This bill requires each school district to provide interventions and special curricula for children with dyslexia or other phonological learning differences or disabilities. The curricula must include explicit and direct instruction that is systematic, sequential, and cumulative, as well as meaning-based instruction directed at purposeful reading with an emphasis on student comprehension. The instruction must be tailored to each student or a small group setting of 10 students or less. School districts must inform parents or guardians about the intervention services being implemented and provide the state education department and Board of Regents with an annual detailed report on their curriculum and intervention services.
