This bill prohibits public funding, including Medicaid and other federal or state programs, for any provider or their affiliate that performs "gender transition procedures," which are defined as medical or surgical services related to altering a person's biological sex characteristics. However, the bill exempts certain services provided to individuals born with medically verifiable disorders of sexual development. Providers found ineligible for funding can reapply after five years if they and their affiliates no longer perform gender transition procedures. The bill also requires the Oklahoma Health Care Authority to investigate and publish findings on complaints of violations within 60 days.
