This bill, titled the "No Budget, No Pay Act," proposes that if a House of Congress (either the House of Representatives or the Senate) has not agreed to a concurrent resolution on the budget for fiscal year 2024 by April 15, 2023, the payroll administrator of that House will hold the salaries of its members in an escrow account until the House agrees to the budget resolution or the end of the 118th Congress, whichever comes first. The bill also defines the roles of the Secretary of the Treasury and the payroll administrators in carrying out these provisions, and specifies that the term "Member of Congress" includes Delegates and Resident Commissioners to Congress.
