This bill, the Budget Process Enhancement Act, proposes several changes to the federal budget process. Specifically, it removes the discretionary inflater from the budget baseline, meaning that no automatic adjustment for inflation or other factors will be made to discretionary spending levels. Additionally, the bill states that if a House of Congress has not agreed to a budget resolution for fiscal year 2024 by April 15, 2023, the salaries of members of that House will be held in escrow until the resolution is passed or the end of the 118th Congress. The bill also requires the Inspector General of the Office of Personnel Management to determine whether the Office of Management and Budget and the President have complied with the statutory requirement to submit the President's budget to Congress, and provides that the Director, Deputy Director, and Deputy Director for Management of OMB will not be paid during any period of noncompliance.
