This bill amends the Controlled Substances Act to add fentanyl-related substances to Schedule I, the most restrictive classification for controlled substances. It also establishes expedited procedures for researchers to register to conduct research on Schedule I substances, including fentanyl-related substances, and allows certain manufacturing activities to be considered coincident to such research without the need for a separate manufacturing registration. The bill also requires the Attorney General to issue rules to implement the changes within one year, which may be done as interim final rules.
