Bill Summary
A BILL To amend the Controlled Substances Act with respect to fentanyl-related substances, and for other purposes.
AI Summary
This bill, the SAFE Act (Save Americans from the Fentanyl Emergency Act), amends the Controlled Substances Act to permanently designate fentanyl-related substances as Schedule I controlled substances, subjecting them to the highest level of federal regulation and criminal penalties. The bill also includes provisions to allow for the rescheduling or removal from control of fentanyl-related substances if the Secretary of Health and Human Services determines they have a lower potential for abuse. Additionally, the bill allows researchers to more easily conduct studies on newly-scheduled fentanyl-related substances and provides for the possible reduction of sentences for past convictions involving substances that are subsequently removed or rescheduled. Finally, the bill requires a report from the Government Accountability Office on the implementation and impact of the class scheduling of fentanyl-related substances.
