This bill establishes an education benefit for dependents of disabled veterans in Minnesota. To be eligible, a person must be enrolled in an undergraduate degree or certificate program at a state-operated or University of Minnesota institution and be a dependent child of a veteran with a total (100%) and permanent disability or a disability rating of 70% or more. The benefit covers 100% of tuition, fees, and books for dependents of veterans with a 100% disability, and 50% of those costs for dependents of veterans with a 70% or greater disability, after subtracting state and federal grants, scholarships, and financial aid. The benefit does not affect the recipient's eligibility for a state grant. Eligible institutions must request payment of the award from the Office of Higher Education on behalf of the enrolled student.
