This bill requires the New Jersey Board of Public Utilities (BPU) to conduct a study to identify and quantify the effects of short-term solutions that could benefit the reliability of the electrical transmission and distribution system and enable greater amounts of power from new distributed energy generation sources. The bill directs the BPU to consider specific potential solutions, such as allowing the flow of electricity from the distribution system to the transmission system, requiring solar inverters and energy storage systems to use certain technologies, and requiring solar photovoltaic systems to include technology and services to respond to weather conditions. The BPU must then prepare a report with its findings and recommendations, and within one year, adopt rules and regulations to implement the recommendations through a pilot program and, if successful, statewide implementation.
