This bill amends the Cannabis Law to require the Cannabis Control Board to develop strategic plans detailing the packaging and labeling requirements for cannabis and cannabis products prior to retail sale. It also establishes a Sustainable Cannabis Packaging Incubator Program to encourage the use and development of sustainable, compostable, and biodegradable cannabis packaging materials, with a focus on using industrial hemp. The program participants are required to purchase hemp products from New York State residents or small farm operators, and the Cannabis Control Board is given the authority to promulgate necessary guidelines, rules, and regulations to implement the program.
