This bill amends the Cannabis Law to require the Cannabis Control Board to develop strategic plans detailing the packaging and labeling requirements for cannabis and cannabis products prior to retail sale. It also establishes a Sustainable Cannabis Packaging Incubator Program to encourage the use and development of compostable and biodegradable cannabis packaging materials, prioritizing the use of industrial hemp. The program participants must purchase hemp products from New York State residents or small farm operators. The bill also grants the Board the authority to promulgate guidelines, rules, and regulations to implement these provisions.
