This Joint Resolution directs the Secretary of State to present a proposed amendment to the Oklahoma Constitution to voters for their approval or rejection. The amendment would allow the Oklahoma Legislature to create or change laws concerning sex offenders, as long as these laws are reasonably related to protecting the public from sex-related crimes. These laws could cover aspects like registration requirements, how long registration lasts, restrictions on where offenders can live (especially near places frequented by vulnerable groups like children), and what information offenders must disclose. Importantly, any new rules about an offender's residence would only apply when they move to a new home, and these new laws would not be considered a violation of the constitutional protection against laws that impair contracts.
