This bill amends the Election Law to specify the time periods within which the board of elections must mail or deliver absentee ballots to voters after receiving their applications. The key provisions are: (1) If the application is received at least 60 days before the election, the ballot must be mailed or delivered no later than 46 days before the election; (2) If the application is received after 60 days but no later than 46 days before the election, the ballot must be mailed or delivered no later than 42 days before the election; (3) If the application is received after 46 days but no later than 30 days before the election, the ballot must be mailed or delivered within 4 days; (4) If the application is received after 30 days but no later than 15 days before the election, the ballot must be mailed or delivered within 3 days; (5) If the application is received after 15 days but no later than 7 days before the election, the ballot must be mailed or delivered within 2 days; and (6) If the application is received timely by mail after 7 days before the election, the board must make every reasonable effort to mail or deliver the ballot on the day the application is received.
