This bill prohibits lodging establishments in Hawaii from providing personal care products (such as shampoo, hair conditioner, or bath soap) in small plastic containers within sleeping rooms, bathrooms used by the public or guests, or any other spaces within the sleeping room accommodations. Lodging establishments can still use bulk dispensers or provide personal care products in non-plastic containers upon request. The bill establishes civil penalties for violations, allowing the Department of Health to inspect and issue citations. The bill also allows counties to enact stricter local ordinances, and grants the Department of Health the authority to adopt rules to implement the law. The bill is set to take effect on June 30, 3000.
