This bill amends the General Construction Law and the Administrative Code of the City of New York to establish Daylight Saving Time (DST) as the year-round standard time in the state of New York and the city of New York, if federal law permits the year-round observation of Eastern DST. The bill aligns the state and city's time with the federal statute (15 USC Sections 260 to 267) that governs time zones and DST, except that the state and city will not observe the biannual clock changes and will instead maintain DST year-round. The bill's provisions will only take effect if five neighboring states (Vermont, Massachusetts, Connecticut, New Jersey, and Pennsylvania) enact similar legislation.
