This bill establishes daylight saving time (DST) as the year-round standard time in the state of New York and the city of New York, effectively making DST the permanent time. The bill amends existing laws to remove references to the previous system of advancing and retarding the time twice a year. Instead, the bill aligns the state and city with the federal provisions for DST under 15 USC Sections 260 to 267, which provide for the year-round observation of eastern DST, if federal law permits it. The bill will only take effect if the states of Vermont, Massachusetts, Connecticut, New Jersey, and Pennsylvania also enact similar legislation.
