This bill establishes an indirect source review program for "heavy distribution warehouses" (such as fulfillment centers, parcel hubs, and parcel sorting facilities) that are 50,000 square feet or greater or are owned/operated by entities with 500,000+ square feet of such warehouse space in the state. The Department of Environmental Conservation must adopt rules to require these warehouses to implement air pollution reduction and mitigation measures, such as using zero-emission vehicles and installing renewable energy systems. The bill also requires the Department to conduct a study on the feasibility of implementing low- and zero-emissions zones for medium- and heavy-duty vehicles in the state.
