The bill also directs the Department to conduct a study on the feasibility of low- and zero-emissions zones for medium and heavy-duty vehicles in the state. The bill provides an exemption for cities with a population of 1 million or more that establish their own indirect source pollution program for warehouses, subject to state review and approval.
